I have the honour to enclose the sheet of the Agence Havas published this morning, which contains a telegram received from the Minister of Marine from the foot of Cochin China, stating that preliminaries of peace were signed at Hanoi on the 25th inst., & that the principal provisions are: - Recognition of the French Protectorate over Annam & Tonkin. Evacuation by Chinese troops of Tongking. Permanent military occupation of certain strategical points. Reparation for French families.
